The DES has today (12 June) released the update below regarding the
panels. The next update is expected on Wednesday 19 June 2013.
Department
Circular 13/2013 was published in February 2013 and it set out the
staffing arrangements for primary schools for the 2013/14 school year.
At this stage, the teacher allocation process is largely finalised for
most schools.

Teacher Allocations and redeployment of surplus permanent/CID holding teachers
The redeployment of all surplus teachers is key to the ability of the Department to manage within its payroll budget and ceiling on teacher numbers.
At this stage 91% of all surplus permanent/CID holding teachers have now been redeployed.
There are currently a total of 40 surplus permanent/CID holding teachers remaining on panels for redeployment to vacancies in other schools. Panel Officers have been appointed to facilitate the redeployment of remaining surplus permanent/CID holding teachers. The first of these panel officers was appointed on 4 June 2013.
The Panel Officer process commences with the school of the same patronage that is located nearest to the school with the surplus teacher.
Progression to next stage of recruitment
Progression to the next stage of the recruitment process is dependent on the surplus permanent teachers from all the main panels (including those without access to a panel) in the relevant geographical areas being redeployed.
While this has now been achieved in a number of areas progression to the next stage of recruitment is permitted at this stage only as follows:
With the exception of those individual schools in the following Counties Cork, Dublin, Kildare, Kilkenny, Laois, Meath, Monaghan, Tipperary, Waterford and Wexford that have been separately notified by the Department in relation to the redeployment of remaining surplus permanent/CID holding teachers the supplementary panel for the following areas is now in operation for:
- Schools in the Catholic Dioceses of Achonry, Ardagh & Clonmacnoise, Armagh, Cashel & Emly, Clogher, Clonfert, Cloyne, Cork, Dublin, Ferns, Galway, Kildare & Leighlin, Meath, Ossory, Waterford & Lismore
- Schools in the Counties of Cavan, Cork, Dublin, Galway, Kildare, Kilkenny, Laois, Longford, Louth, Meath, Monaghan, Offaly, Tipperary, Waterford, Westmeath, Wexford and Wicklow including schools in these counties for the Educate Together, An Foras Patrúnachta, Church of Ireland and Special National Panels.
In addition schools in the areas listed above that have complied with the redeployment arrangements and have notified all their vacancies to their relevant panel operators may now also proceed to fill their fixed term posts in the normal manner.
Schools in the above areas that do not have access to a panel may also proceed to fill their permanent and fixed term posts in the normal manner provided they have already notified their vacancies to the Department in accordance with the arrangements in Circular 0013/2013.
All other schools are reminded that they are not permitted to commence a recruitment process to fill apermanent or fixed term teaching vacancy in any manner other than through the main redeployment panels until the Department is satisfied that vacant positions are not required for the redeployment of any remaining permanent /CID holding teachers on a main panel. The timing of when teaching vacancies can be filled in any other manner will depend on how quickly permanent/CID holding teachers are redeployed into vacancies. The Department will continue to keep schools updated on the progress of the redeployment panels.
It is also important to note that as and when schools that are allowed by the Department to proceed to fill permanent and fixed-term posts other than by the redeployment of surplus permanent/CID holding teachers those schools (irrespective of location and patronage) that were given provisional approval for filling or retaining a teaching post(s) on the basis of projected enrolments in September 2013 are required to keep open one vacancy in accordance with the arrangements set out in the letter of approval and the additional FAQs document that issued to those schools for such posts.
