CPSMA, in its meetings with the National Procurement Service (NPS) and the Office of Government Procurement (OGP) has continuously raised the concerns of members in regard to the ‘mandatory’ requirement for schools to engage with National Procurement Service (NPS) Frameworks and its effects on local communities. CPSMA are pleased to inform Boards of Management that the Department of Expenditure and Reform has issued a revised Circular 16/13 to replace DPER Circular 06/12.
Boards should therefore note that guidance issued in ‘CPSMA Newsletter-Finances Issue 19: November 2012’ is consequently amended to reflect Circular 16/13. While it is no longer mandatory to engage with NPS Frameworks, Boards are strongly encouraged to use these frameworks with a view to maximising savings for their schools, Where frameworks are not used, Boards should be in a position to provide a value for money justification.
CPSMA recommends that Circular 16/13 should be brought to the attention of all Board members.
